OVERVIEW

NCLBA was signed into law in January 2002, reauthorizing the Elementary and Secondary Education Act of 1965. Prior to NCLB, funds for educator professional development were administered through the Eisenhower Professional Development State Grants. Funds for class size reduction were a separate category. The purpose of the legislation is to:
-
Increase student academic achievement through strategies such as improving teacher and principal quality and increasing the number of highly qualified teachers in the classroom and highly qualified principals and assistant principals in schools;and
-
Hold local educational agencies and schools accountable for improvements in student academic
achievement.

LEAs (supervisory unions/districts)

Funds are allocated to each LEA based on federal formulas and allocation amounts.
