The department evaluates applications to offer courses and degrees for postsecondary credit. With assistance from the Vermont Higher Education Council, this program makes recommendations to the State Board of Education for course and program certification, as provided by 16 V.S.A. § 175, § 176, and § 177. Institutions offering programs entirely on-line, with no physical presence within our state, do not need State Board approval.

Effective 7/1/2011, any out-of-state school must be both approved in its home state and accredited by an accrediting body recognized by the US Dept. of Education before applying for approval to operate in Vermont. For Veterans
As of September 2006, veterans education services are being performed by the Office of Veterans Affairs. The Vermont Office of Veterans Affairs, operating as the State Approving Agency, approves educational and training programs.   Postsecondary Education and Higher Education Institutions 
A wide range of postsecondary and higher education institutions are found in Vermont. The Vermont Department of Education reviews applications to start colleges in the state and protects student records in the event that a postsecondary institution ceases operating.
