  In accordance with State Board, department accountability goals and pertinent sections of Vermont statutes (16 V.S.A.) regarding home study, this program works to ensure that all students enrolled in home study programs have access to a quality education. When required, the program provides technical assistance to improve the quality of a home study program.

This document contains information and forms necessary to prepare and submit an enrollment notice for home schooling. Extracts from relevant statutes and rules are also provided.     Under the federal Individuals with Disabilities Education Act (IDEA) of 2004 and Vermont Department of Education's Special Education rules, parents have specific rights concerning their participation in the special education process. This booklet is designed to inform parents of those rights and provide a list of available resources. Versions of this document in other languages will be available by the end of November.
   
 

Enrollment Forms for School Year 2009-2010 ONLY
The forms below are to be used for the school year 2009-2010 only and may be submitted any time after March 1, 2009. All 2009-2010 home study enrollments expire July 1, 2010.

View a letter dated March 1, 2008, that was mailed to all enrolled homeschoolers informing them of the department’s interpretation of 16 V.S.A. §166b(k) which describes when a home study enrollment notice must be received in the home study office in order for the year to count towards the minimum course of study exemption.
   
 

Vermont Licensed Teacher End-of-Year Assessments
Given the passage of the new home study law which decreases the need for an up-front minimum course of study, the goal of department home study staff is to increase consistency in end-of-year assessments. A letter may be prepared by a licensed Vermont teacher in a form provided by the Department of Education or a teacher may write a letter which contains the same information as requested on the form. The instructions for preparing the Vermont licensed teacher letter assessment, the Vermont licensed teacher letter expectations, and the Vermont licensed teacher letter assessment form, will help to ensure that the same information is conveyed in the same manner for all students who choose to use a teacher report as their method of year-end assessment. The Home Study Office frequently receives requests from groups offering opportunities for Vermont students, but these groups have no centralized way to reach homeschoolers. This document will provide current information about various educational, recreational or other interesting opportunities available to home study students. As event deadlines pass, the information will be removed from this document and the document reposted. This document will be updated as events are received.
