The department's Educational Technology program works in close partnership with organizations across the state, including Vita-Learn, 21st Century Classrooms, and the regional ESA's to provide leadership in policy matters and to coordinate a diverse array of grant and educational technology initiatives, including technology planning, distance learning and technology leadership.

ARRA: Title IID Federal Funding Opportunities
The following grant applications are specific to the stimulus or ARRA funding that the department receives from Title IID. These grants are available to a range of entities from classroom teachers to groups working with state-wide audiences. Links to grants will be posted below as they come available.

The department is currently working with a number of state agencies to submit on behalf of all K-12 schools an application to the Broadband Technology Opportunities Program (BTOP). This program will provide significant ARRA funding for the development of robust broadband resources to community anchor institutions including K-12 schools. The hope is that "last mile" connections can be covered with this funding and bring high-speed connectivity to schools not currently able to acquire it. It also includes schools currently connected but desiring increased bandwidth at competitive pricing. With this application, there needs to be commitment from anchor institutions with specific language that indicates need for these services. NOTE: It is crucial that the department receive as many return letters as possible.

In an effort to capitalize on the department's two year streak at sending a team to the National Real World Design Championship, this grant program, valued at $75,000, seeks an entity or individual to promote the Real World Design Challenge in schools across Vermont. Said entity would need to develop a comprehensive plan for trainings over the summer of 2010 and be able to visit participating schools through the fall and spring of this next school year to promote and encourage the teams. Choosing a panel of judges, coordinating with national organizers, and helping to build strong STEM awareness here in Vermont are the over-arching goals of the program. This grant looks ideally for an entity that can afford the time necessary, and be available to provide the support necessary. Best applicants will have some knowledge of the softwares being used and the principles being explored around aviation engineering. Retired engineers, retired teachers who are familiar with engineering principles and higher education groups would all be considered qualified applicants. Encourage retiring teachers in the Science and Math fields to consider this application. This application is due April 2, 2010 at 4:00 p.m. For questions or more information, contact Peter Drescher.

From using Kindles to impact literacy to creating small 1:1 classroom computing opportunities with Netbooks, schools across Vermont devised creative ways to incorporate technology into strong content-based projects. This document provides a listing of the awarded projects. Schools were allowed to ask for anything from $2,000.00 to $10,000 depending on the content area and there were some schools that were able to leverage multiple awards (schools were allowed to apply for multiple, different content areas). This project represents some significant ARRA funding that is making a real impact on technology and its use in 21st century schools. Contact the school directly for information and/or a copy of the actual winning proposals.   Learning Network of Vermont (LNV) Upgrade
The Learning Network of Vermont (LNV) is a school-based video-conferencing system that supports school-to-school collaborations, virtual field trips, distance learning opportunities and access to meetings/trainings for staff members. The LNV has been in existence since 2007 and is undergoing a major renovation. Updated 5/11/09: Use this link to view a table of figures that represent ANTICIPATED allocations in Title IID funds for FY 2010, which will come on July 1, 2009. ARRA funds are also indicated here and as of May 6, the Vermont Department of Education has been notified that July 1 is the ARRA date on Title IID as well. Originally, it was reported that Title IID ARRA funds would have a shorter "life span" than regular allocation monies. That has been updated and ARRA funds under Title IID are 27 month funds, expiring in September of 2011. These numbers should be used for planning purposes only, as they may change between now and when they are received by the LEA. NOTE: These represent two separate allocations of federal dollars and will be tracked separately as well. Also note that ARRA funds are a ONE TIME allocation. When planning, make sure to plan for activities that can be later sustained with other funding sources. For questions pertaining to Title II, contact Peter Drescher.

This plan presents five basic goals that, if achieved and implemented, can meet the needs of schools throughout Vermont for guidance in meaningfully integrating technology in all aspects of teaching and learning. These goals are Student-Centered Learning, Leadership in a Student-Centered Learning Environment, Flexible Learning Environments, Engaged Communities and Effective Local Technology Plan Evaluation. Local technology plans were due June 30, 2009.

   
 

Online CFP e-Application/e-Amendments for Local Educational Agencies (LEAs)
LEAs (supervisory unions/districts) may view online the e-Application/e-Amendments for the consolidated federal programs. Funds are allocated to each LEA based on federal formulas and allocation amounts. Consolidated funds include:

   
  Riverdeep Learning Village Training & Support Materials
Riverdeep Learning Village is an online environment that provides educators with access to tools for the creation and dissemination of instructional materials and assessments that connect to state standards. Learning Village is intended to facilitate online collaboration and sharing of instructional resources by all the members of an educational learning community.

In an effort to better understand how E-rate is being utilized at the school and supervisory union level, the Vermont Department of Education contracted with E-Rate Central, a New York based consultant group, to undertake an analysis to address concerns that Vermont schools — most specifically, its public schools, districts, and supervisory unions — are not able to make optimal use of E-rate funding. Governor Jim Douglas, Lt. Governor Brian Dubie and Acting Education Commissioner Bill Talbott have joined the Federal Aviation Administration, the U.S. Department of Energy and software companies PTC and Flometrics to announce the first ever Real World Design Challenge. PTC and Flometrics specialize in Computer Aided Design (CAD) technology. The challenge, being issued to Vermont high school students and their teachers, is to utilize software donated by PTC to solve an engineering aerospace challenge involving wing design. The goals of the challenge are to (1) inspire and engage all students in Science, Technology, Engineering and Mathematics (STEM) education and (2) highlight the potential for future workers in science and engineering fields.   Vermont Educational Technology Plan Resources
On June 9, 2004, the State Board of Education approved the final version of the State plan, which includes the template for the development on all local educational technology plans. Both the State plan and the local planning template are available by clicking on the link above.

A grade expectation (GE) is a stated objective that relates directly to a Vermont standard and associated evidences. A GE differentiates performance on content knowledge or skills between adjacent grade levels and describe clearly what students will do to show that they understand a designated concept. As a set, GEs should lead to focused, coherent, and developmentally appropriate instruction without narrowing the curriculum and can be used for local curriculum and assessment development.

Designed to support the Technology Grade Expectations (GEs), these content-neutral tasks can support classroom level determination of students’ knowledge and skills related to the GEs. The original performance tasks, created by a group of teachers in the northwestern part of Vermont through support from VITA-Learn, were the foundation for the Technology Grade Expectations. These revised tasks will be supplemented with “model” tasks geared toward numerous grade levels and content areas in summer 2005.
