Established by the State Board of Education in 1996, the Vermont Common Assessment System (CAS) evaluates student performance in the state’s schools, based on Vermont’s Framework of Standards and Learning Opportunities, with the goal of improving teaching and learning. Statewide assessments include:
- The New England Common Assessment Program (NECAP) mathematics, reading and writing assessments are administered in grades 3-8 and 11 each October.
- The NECAP science assessment is administered to all students in grades 4, 8 and 11 each year in May, beginning in 2008.

NECAP Assessment Results (Updated 2/5/09)
The NECAP reading, writing, mathematics and science tests measure students’ academic knowledge and skills relative to Grade Expectations which were developed by teams of teachers from Vermont, Rhode Island and New Hampshire. Grade Expectations represent the knowledge and skills that students should have achieved by the end of the previous school year (reading and math) or at the end of a specific grade span (writing and science). Reading and math are assessed in grades 3-8 and 11, writing is assessed in grades 5, 8 and 11, and science is assessed in grades 4, 8 and 11. The reading, math and writing tests are administered each year in October. The science tests are administered in May.
Students’ NECAP scores are reported at four levels of academic achievement: Proficient with Distinction, Proficient, Partially Proficient and Substantially Below Proficient. Results are reported for the following student groupings: All students, gender, racial/ethnic group, disability status (IEP), free/reduced lunch status (FRL), English language proficiency (LEP), and migrant students.
Both state and school level NECAP reports can be downloaded using the links below. When the district for accountability purposes* contains multiple schools, district level results are also reported. In order to protect individual student’s rights to privacy, results are reported only when a student grouping has more than 10 members.
* Act 114, enacted in July 2004, changed the definition of a local education agency (LEA) for accountability purposes from the supervisory union/district to town or union school district. |

Other Assessment Results
This section includes results from the Vermont Developmental Reading Assessment (DRA), which is administered to second graders each year in the spring. DRA results are reported for all students and by major student subgroups and cover years 1999 through 2007. Results from Vermont’s previous statewide assessment, the New Standard Reference Exam (NSRE), are also available below. NSRE results in English/Language Arts and Mathematics are reported for all students and major student subgroups at grades 4, 8 and 11, and cover the years 1999 through 2006.

Student
Performance Results on State Alternate Assessments Reported by Subgroups
The No Child Left Behind Act requires Vermont to report alternate assessment student
performance annually by subcategories, including gender; major racial/ethnic categories;
students with disabilities; economically disadvantaged students; students with limited
English proficiency; and migrant students. Reported results are for alternate assessment,
valid tests and are only publicly reported when there are more than 10 students in
the group. Alternate assessments are Lifeskills, Stanford Diagnostic, and Out-of-level
New Standards Reference Exams (NSREs). Differences in sample sizes among groups are
the result of missing demographic data.
NOTE: Schools that did not administer any alternate assessments do not have reports
(indicated by N/A).

National Assessment of Educational Progress (NAEP)
Also known as "the Nation's Report Card," NAEP is the only nationally representative and continuing assessment of what America's students know and can do in various subject areas. NAEP does not provide scores for individual students or schools; instead, it offers results regarding subject-matter achievement for populations of students (e.g., fourth-graders) and groups within those populations (e.g., female students, Hispanic students). National and state NAEP results are based on a sample of such student populations.
