As a result of each legislative session, the Vermont Department of Education is charged with various reporting requirements. This page offers the final reports that are due based on the first year of the 2009-2010 legislative biennium as well as other required annual reports from previous legislative sessions. Act 1 of 2009. Section 7: Improving Vermont’s Sexual Abuse Response System: Volunteers; Study
Pursuant to Section 7 of Act 1 of the 2009 Legislature, the Commissioner of Education is required to submit recommendations to the House and Senate Education and Judiciary Committees, on or before January 15, 2010, proposing mechanisms for ensuring that registered sex offenders do not have unsupervised contact with students when working as volunteers in schools. The recommendations are to be designed in such a manner that they not create undue barriers that would make it impossible or impractical for volunteers to assist school staff. |

Act 44 of 2009. Sections 44 and 45: Measuring Secondary School Completion Rates; Flexible Pathways to Graduation
This Act establishes the goal of a 100% graduation rate for Vermont secondary schools by the year 2020. |

Act 44. Section 46: Truancy Report
This report provides the information requested through ACT 44 Section 46 of 2009 and offers recommendations on regional truancy policies and protocols.

Act 51 of 2009. Section 3(b): Fresh Fruit and Vegetable Grant Program
This Act required the Department of Education to work with school districts and supervisory unions to identify ARRA funds they or the department receive in fiscal year 2010 to determine if any may be used to provide the resources or technical assistance to schools that will help them maximize the purchase and use of local fruits and vegetables under the fresh fruit and vegetable grant program. |

Act 1, Sec. H57 (2009 Special Session): Report of the Committee on the Financing and Effectiveness of the Vermont Education System in the 21st Century
Section H.57 of Act No. 1 of the 2009 Special Session created the Committee on the Financing and Effectiveness of the Vermont Education System in the 21st Century (the Committee) and instructed it “to examine potential improvements to the structure and funding of the Vermont educational system
in light of the state’s limited financial resources.” |

ACT 38 (H.405) Working Group (PDF)
Act 38 (H.405) established a working group to develop strategies to expand educational oportunities for Vermont Student to succeed in elementary and secondary school, and to be prepared to succeed in postsecondary education. |

Act 62 of 2007. Section 10: Implementation of Prekindergarten Education (Added 2/9/10)
The purpose of Act 62 is to ensure access to quality prekindergarten (pre-K) education programs, promote partnerships between school districts and qualified private programs, require community input prior to establishing or expanding programs, and offer children and their families greater access to early learning experiences. |

Act 82 of 2007. Section 10(a): Fiscal Review of Special Education Spending
This required annual report informs the State Board of Education on the status of high spending special education school districts. |

Act 176 of 2006. Report on the High School Completion Program (FY09)
The High School Completion Program, established by Act 176 as enacted in 2006, has experienced success over its first three years as measured by participation rates, completion rates and its impact on the adult education system and high school partners. Act 200 of 2008. Section 8(3): Establishment of a School Energy Grant Program
A pilot School Energy Opportunity Grant Program (SEOG) was established by the 2008 Capital Appropriations Bill (Act 200). In implementing this program, it was the goal of the commissioner of education to identify five or more school districts to receive funding necessary to evaluate and define specific opportunities for cost-effective building retrofits to save energy dollars while improving occupant comfort and health. |
